Social Media for Municipalities: Risks and Rewards

Recently we have been hearing requests from municipalities for information on municipal social media policies. The attached article written by communications professional Brian Lambie, of Redbrick Communications, and privacy lawyer Dan Michaluk, of Hicks Morley LLP, providing an overview of what is happening with Ontario municipalities with respect to social media. The article recommends that municipalities actually adopt three social media policies.

 

Mandate

The mandate of the Atlantic Municipal Advisor’s is to bring to the forefront issues and to exchange best practices relating to municipal governance within the four Atlantic Provinces.  This will be accomplished by exchanging protocols, conducting research, reporting on findings and making recommendations on issues and best practices relating to local governance.

Issues, initiatives and best practices relating to local government within the four Atlantic Provinces could  include; funding programs (municipal, provincial, federal) ; powers of municipalities (by-laws, services, finances); administration of local governments (e.g. council meetings, by-law making procedures, roles and responsibilities, by-law enforcement, corporate powers) and the organization and implementation of local government legislation (provincial statutes).

Typical duties would include:

  • advising on issues and concerns faced by municipal advisors within the four Atlantic Provinces
  • advising on funding opportunities that have been identified within the four Atlantic Provinces to improve governance and capacity building within their respective local governments
  • advising, consulting and reporting findings and recommendations on matters of local governance from within the four jurisdictions that directly relate to the mandate of the Advisory Committee;
  • reviewing best practices as it pertains to local governance and making recommendations on solutions to improve local governance within the four jurisdictions
  • supporting, encouraging and being a resource to Atlantic Municipal Advisors; and
  • serving as a forum for the exchange of information on initiatives and issues involving the various agencies that deal with local governance matters that may have a role to play in fostering increased awareness of civic engagement within the four Atlantic Provinces.

Le mandat du conseiller municipal de l'Atlantique est de faire ressortir les enjeux et de partager les meilleures pratiques relativement à la gouvernance municipale dans les quatre provinces de l'Atlantique.  Cet objectif sera accompli par l'échange de protocoles, l'exécution de recherches, la présentation de rapports sur les résultats et la formulation de recommandations au sujet des enjeux et des meilleures pratiques relativement à la gouvernance locale.

Les enjeux, les initiatives, et les meilleures pratiques relativement aux gouvernements locaux dans les quatre provinces de l'Atlantique pourraient inclure : des programmes de financement (municipal, provincial, fédéral), les pouvoirs des municipalités (règlements, services, finances), l'administration des gouvernements locaux (réunions du conseil, procédures de rédaction des règlements, rôles et responsabilités, exécution des règlements, pouvoirs des grandes sociétés) ainsi que l'organisation et la mise en œuvre des lois sur les gouvernements locaux (lois provinciales).

Les tâches incluent, notamment :

  • donner des conseils au sujet des enjeux et des préoccupations des conseillers municipaux des quatre provinces de l'Atlantique;
  • donner des conseils au sujet des possibilités de financement qui ont été soulevées dans les quatre provinces de l'Atlantique afin d'améliorer la gouvernance et le renforcement des capacités dans leurs gouvernements locaux respectifs;
  • donner des conseils, consulter et présenter les résultats et les recommandations sur des sujets de gouvernance locale qui relèvent directement du mandat du comité consultatif, dans les quatre provinces;
  • examiner les meilleures pratiques relatives à la gouvernance locale et formuler des recommandations sur les solutions visant à améliorer la gouvernance locale dans les quatre provinces;
  • appuyer, encourager et servir de ressource aux conseillers municipaux de l'Atlantique;
  • service de forum pour l'échange d'information sur les initiatives et les enjeux touchant les différents organismes qui traitent des questions de gouvernance locale et qui peuvent avoir un rôle à jouer dans la promotion d'une plus grande sensibilisation à l'engagement civique au sein des quatre provinces de l'Atlantique.
